The goal of this method was to enable us : to see quickly where our first convergences are ; while in the same time deciding how to organise / follow-up debates on our divergences ( “What next ?”)
1. A team work. In order to come to a synthesis document, preliminary discussions were organised in sub-groups. Each sub-group nominated a chair and a rapporteur (reporter). The groups had 1h30 to issue a contribution. In each group, the discussions followed a common agenda (canvas), and a synthesis document was written by each rapporteur based on a common template.
2. A pooling time. In the second time of this method, reporters gave lecture in plenary of the work done in each group (based on the common template). This time was meant to identify convergence and divergence topics among the results of the various sub-groups. At this stage, we tried to see if there were points where we agreed on, and then concentrated ourselves trying to come over what divided us. Each plenary has produced a synthesis document. All 3 synthesis documents have been reviewed briefly at the last session of the Convention.
In each session, the following steps were proposed :
Step 1 : list/check all propositions on the specified topic
Everyone gave his ideas and propositions on the topic. All ideas were welcome. At this stage, there was no debate about the pertinence of the ideas.
Step 2 : prioritise all the propositions in terms of strategical importance
The group went through the list of items one by one. The question was « Do we feel that it is strategically important to analyse this proposition ? » :
- 0 = not pertinent
- 1 = low
- 2 = medium
- 3 = high
- 4 = very high
Step 3 : prioritise all the propositions in terms of concensus level
The group went through the list of items one by one.
- A = convergence
- B = minor divergence
- C = major divergence
- D = needs to be further analysed
Step 4 : Identify possible common priorities

After each plenary sessions, it was possible to make a synthesis document in the form of a list of propositions. Those are presented hereunder.
Important disclaimer : It was not always possible for each group to get through all 4 steps. In some cases, a proposition was a consensus. In some other cases, a proposition only reflected the point of view of some participants.
